Combined with the ongoing crackdown on public security in summer, the Ministry of Public Security and relevant departments launched a new round of three-year special campaign to crack down on gun and explosion crimes nationwide.
On June 8 this year, the Ministry of Public Security took the lead in convening a video deployment meeting of the national special campaign to crack down on gun and explosion crimes, and specially mobilized and deployed a new round of special actions.
Qi Xiguo introduced that around the three key points of domestic trafficking, online trafficking and overseas smuggling, the public security organs deployed and launched a battle to arrest fugitives, and listed 70 major gun explosion cases. Since the beginning of this year, 13,000 cases of gun explosions have been investigated in various places, 37 gangs have been destroyed, 258 dens have been destroyed, and 14,000 suspects have been arrested.
At the same time, the public security organs, in conjunction with relevant departments, will intensify the interception and investigation of the first-line border and key ports, strengthen the safety inspection of passengers taking public transport, and urge the delivery enterprises to strictly implement the "three systems" of receiving and sending inspection, real-name receiving and sending, and over-the-plane security inspection, and strictly investigate the illegal guns and explosives illegally carried and transported. Since the beginning of this year, 43,000 guns, 1.1 million bullets, 25 tons of explosives and 103,000 detonators have been collected in various places.
In the name of the inter-ministerial joint meeting, the public security organs listed and rectified 17 key areas of gun explosion problems, deepened online inspections with relevant departments, and comprehensively cleaned up illegal and harmful information such as selling guns and explosives online, spreading gun explosion production techniques and criminal methods. The public security organs deployed and carried out special rectifications such as the safety inspection of guns and explosives, the investigation and rectification of bullet transportation, and the safe production of civil explosives. Since the beginning of this year, all localities have investigated 2.99 million gun blasting business units and rectified 11,000 potential safety hazards.
In addition, Qi Xiguo introduced that since the beginning of this year, all localities have received 1052 clues about gun explosions reported by the masses. According to this, the police have cracked 379 cases and cashed in 260,000 yuan.
Criminal policy
Voluntary surrender before October 31 will be given leniency.
Recently, the Ministry of Public Security, together with the Supreme People’s Court and the Supreme People’s Procuratorate, issued the Circular on Collecting Illegal Guns and Explosions and Severely Cracking down on Crimes Related to Guns and Explosions, which was widely posted and publicized in various places. The "Circular" clarifies the criminal policy of combining leniency with severity, and gives leniency to those who voluntarily surrender, surrender and expose before October 31 this year. Those who fail to surrender and hand over illegal items after the deadline will be severely punished according to law. At the same time, it is clear that rewards will be given for reporting illegal and criminal activities such as guns, explosions, crossbows and knives, and the masses and personnel of relevant units will be prompted to fulfill their voluntary reporting obligations.
At the press conference, Chen Hongxiang, vice president of the Fourth Criminal Court of the Supreme People’s Court and a first-class senior judge, said that the people’s courts will adhere to the policy of combining leniency with severity and treating them differently, strictly grasp the boundaries of policies, and ensure the organic unity of political, legal and social effects. Zhang Jianzhong, deputy director of the Second Public Prosecutor’s Office of the Supreme People’s Procuratorate, said that from January to July this year, procuratorial organs across the country approved the arrest of more than 600 cases and more than 800 people involved in gun explosion crimes, and prosecuted more than 3,000 cases and more than 4,000 people.
"Procuratorial organs insist on distinguishing situations and treating them differently. According to the law, the strictness is strict and the leniency is wide." Zhang Jianzhong said that those who have little social danger and less subjective malignancy illegally hold a small number of guns due to personal collection, hobbies, historical legacy, etc., voluntarily surrender their guns without causing serious consequences, and have legal circumstances such as surrender and meritorious service, will be given a lenient and lighter punishment according to law, and those who do not prosecute will make a decision not to prosecute according to law to ensure that the crime and punishment are compatible.

After years of continuous crackdown and rectification, although violent crimes involving guns and explosions have dropped to a record low, the total number of illegal crimes of selling guns and explosives and illegal possession and possession of guns and ammunition investigated and dealt with every year is still relatively large, and the potential security risks are still relatively large.
At present, online manufacturers are still active, and there are still many participants on the Internet who "help each other" to buy gun parts and explosive materials, and illegally make gun and explosive articles for entertainment or seeking excitement. At the same time, at present, internal and external links are still frequent, and cases of smuggling weapons and ammunition rebound obviously. In recent years, a small number of overseas personnel and companies aim at the characteristics of low cost and sophisticated technology of hardware processing in China, order gun parts in large quantities and smuggle them out of the country through false reports, which objectively gives birth to a number of underground dens.
In addition, at present, the problem of confluence is still outstanding. Guns and explosives are mostly involved in the smuggling and trafficking of bulk drugs, and the characteristics of protecting drugs with guns are obvious. At the same time, explosives are still important tools for terrorists to obtain.
In view of the above situation, in the new round of special action to crack down on rectification, the public security organs and relevant departments will highlight several key points.
On the one hand, we will crack down on domestic manufacturers and dealers, establish the concept of intelligence guidance and investigation, enhance the ability of forecasting and early warning, upgrade the methods of combating technical warfare, highlight major cases, dig deep and thoroughly, and strive to fight actively, accurately and thoroughly. At the same time, strictly investigate overseas smuggling, and prevent the smuggling of guns and explosives into and out of the country. Taking the clues of the cases under investigation as the breakthrough point, we will strengthen international law enforcement cooperation and jointly arrest fugitives at home and abroad.
We will strictly control key areas, compact the main responsibility of Internet enterprises, strictly implement the management system, strengthen the governance of key platforms, resolutely eradicate the soil that breeds and spreads online, strengthen the safety supervision of delivery logistics and freight industry, increase the application of security inspection technology and equipment, and completely block illegal circulation channels.
In addition, the source supervision will be strictly enforced, and the daily supervision of gun-related and explosive-related business units will be strengthened to prevent the problem of "black under the lamp". Strengthen the control of raw materials that are easy to make guns and explosives, establish and improve institutional measures to prevent them from being illegally obtained and used.
