  In recent years, bike-sharing has been favored by the public for its concept of green travel. In November, 2020, Tongzhou District introduced two bike-sharing operating companies, with a total investment of 6,000 bicycles, involving more than 500 parking spots, covering the daily trips of citizens such as residential areas, commercial complexes, farmers’ markets, government agencies, enterprises and institutions, and bus stops. The launch of a large number of bike-sharing has brought great convenience for citizens to travel, but it has also brought troubles to public safety and urban management.

After receiving the clue, Xuesong Cao immediately conducted an on-the-spot investigation with the police of the public interest litigation procuratorial department of the hospital, and found that there were similar problems in many parking spots within the jurisdiction.

  Driving and riding electric bicycles should wear safety helmets according to regulations. Shared mopeds belong to electric bicycles and should be equipped with helmets. After investigation, it was found that at the initial stage of bike-sharing’s launch, every bike-sharing was connected with a helmet through an anti-theft wire. But now some security wires have been cut, helmets have disappeared, and other helmets have been damaged to varying degrees. At the same time, some users park their vehicles in blind roads and non-motor vehicle areas at will, which not only affects the normal traffic of passers-by, but also hinders the travel safety of special groups such as the blind.

  After receiving the procuratorial suggestions, the relevant functional departments immediately organized personnel to conduct on-site investigation, and found that the pavement staff of bike-sharing Operation Company did not conduct daily inspections and did not manage vehicles in time. After making the rectification plan, they immediately issued rectification letters to the two companies and interviewed the relevant responsible comrades, demanding that the vehicle order management work be done well and full helmets be equipped in time.

  After more than two months of rectification, the operating company conducted a comprehensive inspection of the road section where the vehicle was located, and repaired and supplemented the damaged helmets to achieve "one car and one helmet"; Aiming at the problem that vehicles occupy blind roads in random parking, the fixed-point positioning and orderly management of vehicles are implemented by using fixed facilities and optimizing electronic fences to promote users’ accurate parking; Additional staff will be sent to strengthen the inspection of various points on various road sections, timely sort out vehicles that are not parked in place, prevent the phenomenon of "bicycles occupying blind roads" and maintain normal and long-term management.

  During the return visit, the prosecutor in charge saw that all the parking spots in bike-sharing had been rectified and put in place, and when people went out for a walk, they all gave thumbs up. Some residents said: "Spring blossoms, looking at the neat cars on the roadside, I am in a good mood for walking, and I am also practical when I have something to ride a car."

  "A series of irregular behaviors in the use and management of bike-sharing need to be improved by all sectors of society. Relevant functional departments should strengthen supervision and management, operating companies should assume the main responsibility, and the general public should also improve their own civilization. " Liu Zhifeng, director of the Fifth Procuratorial Department of Tongzhou District Procuratorate, expressed the hope that the general public will develop the habit of using cars in a civilized and safe way, and will not leave them lying around or damage bike-sharing’s helmet at will, so as to jointly protect urban civilization and public safety.
