In April, 2022, Zhongshan City actively explored a new model of home-based community-based aged care service, and piloted "property+aged care service" in three communities, giving full play to the advantages of property resident in the community, close to residents and quick response, effectively solving the care problems of the elderly, empty nest, living alone and disabled elderly people at home, and promoting neighborhood harmony and community harmony.

Aunt Liang, who is over 70 years old, and her wife live in Bicui Hua Ting Community, West Street, Zhongshan City. According to Zeng Wen, there are more than 5,000 households in Xingchen Garden in the port town, and there are more than 180 elderly people over 60 years old, of whom about 30% are elderly people living alone or empty nesters. "After the pilot project of’ property+aged care service’ was launched, we went to the household to explore the basic situation and needs of the elderly in the community, established a library of exclusive aged care services in the community, and provided home-based services for the elderly." Zeng Wen said that while providing home services such as housekeeping, catering and running errands for the elderly, the old-age service project department often organizes activities for the elderly in the community, conducts holiday condolences and visits, and arranges vehicles to pick them up. "Property+Pension" Revitalizes Community Resources
Every morning, the service station for the aged in Xingchen Garden is very lively. The old people in the community get together to chat and carry out various cultural and recreational activities in the activity room. The KTV on the second floor is the most popular among the old people. The old-age service station will also hold lectures on nutrition and health, smart phone applications and other knowledge every week, so that the old people can have fun and learn.
"The old-age service station was transformed from the former customer service center of the property, and now it has become the most frequent’ gathering point’ for the elderly in the community." Zeng Wen told reporters that after the "property+aged care service" was launched, Xingchen Garden Property invested 50,000 yuan to upgrade the previous property service center and built more than 100 square meters of Xingchen Garden home-based aged care service station for the elderly in the community to carry out recreational activities.
Bicui Hua Ting Community makes full use of the resources of medical staff living in the community to set up a medical volunteer service team to provide medical knowledge popularization, free blood pressure measurement and other medical care services for the elderly in the community, and also regularly organizes exercises such as body-building exercises and finger exercises. "We have also carried out many psychological counseling activities for the elderly through the integration of resources of community owners, effectively alleviating the loneliness and loss of the elderly living alone and empty nesters." Zeng Wen told reporters that Xingchen Garden belongs to a relatively large community. In the past, the cleaning of the community was mainly done by the property. Facility integration. By revitalizing the existing public facilities resources in the community, integrating all kinds of idle and inefficient public houses, and with the consent of the owners, the property service enterprises have transformed them into home-based community pension services, realizing the nearby configuration of home-based pension services in the community and meeting the daily activities needs of the elderly.
Demand integration. Property service enterprises fully grasp the relationship between property demand and old-age demand, and through home visits, telephone interviews, etc., conduct surveys and demand surveys on the basic situation and old-age demand of residents in the community, especially the elderly, establish an information archive for the elderly, grasp the most urgent old-age service demand of the elderly, and establish a list of home-based old-age services dedicated to their own communities in a targeted manner to provide intimate and warm-hearted home-based old-age services for the elderly.

According to reports, in order to promote the standardized development of "property+aged care service", Zhongshan Civil Affairs Bureau set up a working group to formulate detailed evaluation indicators, and included property service personnel in the city’s aged care service training targets for regular training. Moreover, the civil affairs departments at all levels in the city conducted a comprehensive evaluation of the pilot units in accordance with the evaluation index of the "property+old-age service" pilot project in Zhongshan City, and adopted the method of awarding instead of supplementing, and gave 30,000 yuan to those who scored more than 85 points.
"Zhongshan Civil Affairs Bureau issued the implementation plan of’ property+aged care service’ this year, requiring at least one property service unit in each town (street) to declare and carry out aged care service." The relevant person in charge of the Civil Affairs Bureau said that Zhongshan will promote the coordinated development of the old-age care business and the old-age care industry by exploring, innovating and developing the home community old-age care service model, so as to better meet the increasingly diversified and multi-level old-age care service needs of the elderly.
