Eight new service measures for housing provident fund deposit of central state organs were introduced.

　　Xinhua News Agency, Beijing, May 23 (Reporter Cui Jing) The Housing Fund Management Center of the central state organs announced eight new measures for housing provident fund deposit service on the 23rd, providing supporting services for a series of comprehensive and deepening reform policies and measures introduced by the central government in the fields of coordinated development of Beijing, Tianjin and Hebei, integration of urban and rural development, employment and entrepreneurship, innovation and creation, and management of state-owned assets.

　　These eight new measures include:

　　— — Fully support the construction of xiong’an new area, Hebei Province, provide high-quality services for the units and employees who moved to xiong’an new area to register and deposit the housing provident fund, maintain the identity and continuity of their housing provident fund accounts, and ensure that they enjoy the same rights and interests as the units and employees in Beijing to withdraw and use the housing provident fund.

　　— — On-the-job employees who hold residence permits in Beijing are included in the scope of housing provident fund deposit according to law, and enjoy the same rights and interests as on-the-job employees with household registration in Beijing.

　　— — Scientific research personnel who leave their posts to start their own businesses, who retain personnel relations with their original units, enjoy the same rights and interests in the withdrawal and use of housing provident fund as workers who have normally paid in.

　　— — Scientific research personnel and university teachers can take part-time jobs in other organizations with the consent of their units, and the legal remuneration obtained can be included in the scope of housing provident fund deposit.

　　— — Doctors practicing in medical institutions other than the medical institutions in the first place of practice can be included in the scope of housing provident fund deposit.

　　— — Encourage employers to pay housing provident fund for scientific and technological innovation talents from Hong Kong, Macao and Taiwan, and enjoy the same rights and interests as other employees in the withdrawal and use of housing provident fund.

　　— — Support the entrepreneurial development of innovative small and micro enterprises. With the consent of employees, enterprises can appropriately reduce the proportion of housing provident fund deposit or delay the payment of housing provident fund.

　　— — In the process of promoting "slimming and fitness", merger and reorganization, and disposing of "zombie enterprises", central enterprises should ensure the orderly transfer and succession of employee housing provident fund and safeguard the legitimate rights and interests of the housing provident fund for employees who are resettled. The housing accumulation fund paid by an enterprise that has been approved to go bankrupt for its employees shall be settled by the enterprise in the bankruptcy liquidation fund.

　　The relevant person in charge of the Housing Fund Management Center of the central state organs said that strengthening the management of housing provident fund deposit of the central state organs is the basis for further promoting the reform of housing provident fund in streamline administration, delegate power, strengthen regulation and improve services and providing quality services for units and employees. All departments and units of the central state organs should conscientiously implement the reform measures of housing provident fund management, consolidate the foundation of deposit management, and actively provide supporting services for the implementation of relevant reform decisions of the central government.
